The study sample were selected from NHI Registry for Beneficiaries’ Database from 1996 to 2000. Stratified sampling method was adopted to randomly select 100,000 insured cases approximately 0.5% of the population. Major findings of this study are as followed: Taiwan cesarean section rate is increasing from 1996 to 2000, much higher than the international average. Kaohsiung branch’s CS rate is the highest in Taiwan. Kaohsiung branch’s hysterectomy rate is the highest in Taiwan, Taichung branch’s second, Taipei branch’s is the lowest. Taiwan papanicolaou rate is increasing from 1996 to 1999, but dropping in 2000, much lower than international average. Kaohsiung branch’s pap rate is the highest in Taiwan, Taichung branch’s second, Taipei branch’s is the lowest. For female cancer, breast cancer average medical expenses for outpatient visits were NT$1962, Taichung branch’s is the highest, average medical expenses for outpatient visits were NT$4076. Female ambulatory visits more than male, average 16.11 times. Woman age over 65 as well as between 55 and 64 use more visits than other age groups. Female with income between $14,000-20,000 use more ambulatory visits than others, average 17.35 times. Taipei branch’s female use more ambulatory visits than other branchs, average 17.14 times. Taiwan woman most frequent ambulatory visits is upper respiratory tract infection and common cold. Dental cavity services accounts for 6.52% of total outpatient expenses. The study recommendations for health policy and management are: 1.Apply benchmarking for six branchs to educate women. 2.Adjust payment system to lower woman CS rate. 3.Focus on women with high utilization patterns to design specific education programs.
