| Summary: | 碩士 === 中華大學 === 科技管理研究所 === 91 === Because of the depressed economy and the sluggish economic growth, government cuts off the financial budget. The specific budget for old military dependants’ villages is $516,700,000,000, but it is a kind of self-raised budget which means government only offers lands to let the Ministry of National Defense sell them to get the fund for rebuilding the military dependants’ villages. However, the value of real estate moves downward because of the economy has not been going well since 1997. The lands are not easy to sell because their own values are decreasing; for this reason, the fund raised is severely not enough. This money shortage causes a very big lag for the reconstruction of military dependants’ villages and the endless protest. Thus, policies for governmental military dependants’ villages’ reconstruction would be suspected by people’s representatives to have negative effects to the government and the army.
Value Engineering is the management skill to find out an appropriate substitute by measuring functions, cost and rate of progress. It is also a useful tool to let a decision maker to justify whether a case is good or not in the real world. This method focuses on a case’s original schedule, planning, designing in order for processing analysis, and bringing up an optimal substitute with consistent functions, request for rate of progress, and lower life cycle cost.
This study apply for the management skill of Value Engineering under the condition of economic depression and financial budget’s cut-off to offer a solution for effectively saving the reconstruction specific budget of military dependants’ villages in order to earn the most benefit by spending the least cost.
