碩士 === 中華大學 === 科技管理研究所 === 91 === Abstract With an aim to provide long-term service for active and retired servicemen and their dependents, The General Commissary Division of MND has been operating for more than 40 years and has accumulated rich assets and operating experiences. As a professional unit of political warfare, the Division assumes the charge of commodity sale and non-staple food supply in peacetime. However, it has not established wartime operating mechanism. A careful survey of the Division finds that lack of transportation capability can explain why its peacetime operating mechanism cannot be translated into wartime operating mechanism to provide battlefield requirement for soldiers. By analyzing cases of the two modern Gulf Wars and literature on battlefield psychology, this study recognizes that satisfaction of requirements can lessen soldiers’ psychological pressure, and furthermore maintain and even heighten their fighting will. By questionnaires, some propositions─such as origins and degrees of pressure in peacetime differ from those in wartime, battlefield pressure can be lessened by satisfaction of requirements, and morale can be raised by satisfaction of requirements─are proven, thus it can be said that satisfaction of requirements really carries positive implications for soldiers’ battlefield psychology. Now that its demand for wartime function is obvious, it is necessary to build up its transportation and supply capability in accordance with current defense policy and future operational requirements. Effect and feasibility study shows that to mobilize civil vehicle to perform wartime transportation and supply missions is the optimum option, and it is also a practical measure to exert national total fighting power and all-out defense force. This study concludes that proper emphasis should be put on the long-accumulated assets and experiences of the Division; its peacetime function should be improved, it should be endowed with a mobilization code; its wartime operating mechanism should be established; and finally its wartime supply and distribution mechanism should also be established.
