Meanwhile, the resulting gains of land use conversion should be responsible for the externality it cause and inside needs of public facilities. Therefore, Complete and reasonable feedback mechanism for case modification is needed. The current rezoning system on land utilization implemented in Taiwan has been in practice for many years. It is also widely criticized. However, it hardly can represent different local needs such as lack of public facilities or money. Besides, there has been a financial burden for the government public department when executing the acquirement of the private land for the purpose of public facilities land reserve. So that the acquirement of these reserve areas for public facilities through the feedback mechanism is one of the focus of the research, too. Despite the international and national political trend in promoting the system of development impact fee, the research provides other ways to execute the feedback mechanism in Taiwan’s urban area. According to the results of this research the present hierarchical clustering analysis methods used in this research have divided the 17 urban plans of Xin-Zhu County into four categories and given different feedback proportion in the land use change. Later, it is suggested that the direction of future urban development can be constrained via the feedback mechanism in a proper way.
