碩士 === 中華大學 === 建築與都市計畫學系碩士班 === 91 === Abstract The industries in Taiwan now have another option for investments since the government relaxed the restrictions of the companies’ emigration to Mainland China. And the fact that the investment statistics of traditional industries have shown a huge jump up is undeniable. But the government has more boundaries than effective managements and control for the emigrate industries. So Taiwan enterprises should now get together and fight for their benefits and privileges. Hsin-chu Industrial Park was built as a high-tech industry and it’s also the best example of the model types. But now it’s challenged by the superior investment environment in Mainland China. And the East Industrial Area of Kunshan Economical Development Area can be a comparative case with Hsin-chu Industrial Park for it’s the first and the largest industrial Area that Taiwan enterprises settled in. It’s an important issue to evaluate the possibilities and suitability of the high-tech investment environments in both Taiwan and Mainland China. And this study is based on the comparative studies of Hsin-chu Industrial Park and East Industrial Area of Kunshan Economical Development Area by an example of high technology development. This study would offer suggestions and strategies for investments on the two areas by analyzing the distinct qualifications and district developments, and also for the preparation of all industries competitiveness with the impacts of WTO (World Trade Organization).
