Currently, governmental employees in Taiwan have rights to appeal in the grievance system, have their disciplinary cases reviewed, or bring a lawsuit in the administrative court when the government disciplines them. To exercise the rights mentioned above is a passive way for the governmental employees to contend for their rights. To exercise their collective rights, on the contrary, is an active way for governmental employees to look after their interests in the workplace. In other words, governmental employees may assert their rights to negotiate with the government when they believe that the government ought to improve their employment conditions or benefits. If governmental employees are unsuccessful in pursuing their interests through negotiation, they may apply for mediation or arbitration to solve the dispute. This thesis conducts a thorough research on the law and system governing collective rights of governmental employees in the United States and Germany. It goes on to discuss the development and current problems concerning collective rights of governmental employees in Taiwan. At last, the advantages of relevant law and system in the US and Germany are introduced and recommendations to amend the Governmental Employees’ Association Act in Taiwan are provided. 鄭津津 2003 學位論文 ; thesis 0 zh-TW
