Various aspects have been discussed in the extant literature, but the role of local government has been relatively ignored. In fact, local government is the basic unit of implementation, which plays an important role with respect to enforcing the aforesaid law.   This thesis intends to utilize the theory of policy implementation, with the viewpoint of action and organizations, to probe local government’s implementation of the LSL. The attitude (such as the role of implementation, promotion activities, work site examination and execution of punishment) and capability (such as budget, number of personnel and quality of personnel) of local government are explored to detect what should be adjusted for the implementation of the LSL. The methods include literature review, secondary data analysis and interviews of relevant personnel. The scope of this study is concentrated on Changhua County; however, some items of other local governments are collected for comparison. The major findings are the following: 1. Relatively small proportion of budget ascribed by most local governments confronts more difficulties in enforcing the LSL and seriously affects its executive efficacy. 2. Most personnel in charge of LSL usually do not posses relevant major and experitise background, so on the job training are necessary. However, high mobility rate makes the training process have to repeat from time to time. 3. Due to tight budget and manpower, executive attitude tends to be rather passive, which result in slack inspection and penalties.
