The result is expected to help trade unions improve the adoption of information technology. Methods of literature review, personal interview and questionnaire are employed. Through literature review, possible factors that may influence the adoption of the information technology are detected. Selected union leaders’ opinions are collected by personal interview. According to these above factors, the questionnaire is designed. Questionnaires are then sent to 107 unions of county level or above, 63 out of 107 (58.8%) effective samples are selected out as the analyzed samples. The statistical tools used to analyze questionnaire include: descriptive statistics, factorial analysis, OLS regression. The major findings are the following: Most trade unions own no more than three computers , their major function is clerical task. The numbers of the computers connecting with internet is also less than three, promoted by the Council of Labor Affair, Executive Yuan to get access to the Web-site of the CLA .The software systems are usually provided by private companies. Actually , the costs of software and hardware deter the expansion of their volumes . Important factors that affect the adoption of information technology conclude government policy , numbers of employees hired in the union, budget of the union and attitude apt for computerization of the union employees. This article also provides some suggestions for the union to improve their adoption of information technology and directions for future study.
