Summary:碩士 === 國立中正大學 === 勞工研究所 === 91 === This paper reveals the reality of personnel management in the Non-profits Elderly Welfare Organizations by examining how the terms and conditions of the Labor Standards Law influenced their personnel management and labor costs and how they coped with the introducing of the Labor Standards Law. The research sent 340 questionnaires to these elderly organizations, while received 65 valid responses. The Analysis of Frequency, Means Analysis, Chi-square Test, t-test, One-Way ANOVA and Multiple Regression were used as statistical tools. The results show as following: Regarding the personnel management in these organizations: 1.There are total 62.5% of organizations hiring foreign workers. For the employees, labor demand is increased, and both local workers and foreign workers are in the most demand in the near future. 2.The working hours for the 70.8% of organizations violated the the Labor Standard Laws, with which found in 96.1% of organizations that female employees worked overtime. 3.The number of female employees was four times than male employees. 89.2% of organizations needed the female employee working in the midnight. Though 43.6% of organizations providing maternity leave for the female, 23.1% of organizations did not think that middle-age female employees were problems. 4.46.2% of organizations did not stipulate the layoff rules and 56.9% of the organizations had no retirement schedules. Regarding the influences of the Labor Standard Law on personnel management and labor costs: 1.For the most affect three items in labor management of those organizations are weekly totality working-hour limitation, monthly totality extend working-hour limitation, and national holidays regulations. For the most affect items in labor cost related to upon subject institution are increasing retirement payment, increasing severance allowance, and increasing overtime payment. 2.The influences of the Labor Standards Law on small organizations are stronger than on the juridical person organizations. 3.The terms and conditions of employment in the Law, which includes the weekly working-hour limitation, the monthly extend working-hour limitation, the national holidays regulations, the employment status variation, the employment number whether increase or decrease, over time payment increase, the national holidays wage, overdue wages repayment fund, increasing severance allowance, and the female employee maternity leave wage settlement, remarkably influenced different establish fixed number of years and different take-in number of organizations. 4.There is no clear difference as affected by the different average working records of employee or different take-in institutions, with which according to the wage, severance allowance, and retirement payment regulations.
