Since 1994, both public and private construction projects slowed down sharply, fueled by sluggish economy, bearish stock market, and Taiwan dollar depreciation, all those factors made RMC Industry was facing a ever serious condition. In 1999, a catastrophic earthquake killed more than three thousand lives hit Taiwan, damaged fragile economy, shut down enormous companies, the worsening RMC business was not an exception. Under such a fatal sever slumped, how to figure out the right ways to overcome the difficulties and strengthen the competitiveness become a crucial priority to all RMC companies. During our researching stage, found no previous study applying Key Success Factors (KSF) over RMC. industry, which interested this thesis chose “A study on the key factors to success in R.M.C. industry in Taiwan “. In using AHP analysis approach, found following top six KSFs : - Market demand volume. - Company market image. - The top management characters - Government policy - Collaboration among related industries - Organization efficiency & effectiveness According to above research result, providing suggestions to RMC Industry and government as follows : (A) To RMC Industry business entity : - Build up good relationship and collaboration with competitors and related industry. - Acquire quality certification, and develop company reputation and image. - Top management should bear the key responsibility.Clients credit information sharing within the industry can better operation result. - Small and medium size companies should search outsourcing support and cooperation. (B) To government : - Traffic regulations : The in-charging government units should provide sufficient training to the first-line policemen to avoid lots of unnecessary traffic lawsuits. - RMC factory establishment regulations : (1) Amend out-of-date regulations to facilitate existed illegal factories get an official registration. (2) Crack down over illegal factories business. (3) Bidding procedures of public projects should only approve legal registered companies instead of selecting the lowest price one. - Environment rules : EPA truck oil checking probe device should be under sulfur contamination free condition to reduce innocent fine by mistake. - Ban policy over pebble and sand (P&S) : Government should stipulate regulations that P&S should be quarried mainly from dry land first, next is river type, imported P&S should be as a supplementary source as supply shortage time, sea P&S is a future long-term plan. Also government should involve the communication between private companies and local society people to get more dry-land P&S reserve.
