According to the information was published by the government, it showed that there are over three hundred thousand foreign labor in Taiwan, and Thailand Labor are the most which occupies 43.22%. Therefore, to establish a suitable administration system is quite urgent in this moment. However, previous research stood in role of administration, and it still lacked consideration of culture difference. Additionally, the administration system in the business is not good enough so that there is no efficiency to manage the foreign labor completely. For achieving an efficient administration of Thailand labor in the business, there are five dimensions in this paper from Lu''''s Nation Culture Values to be the tool of the test. Thailand Labor and Native Labor were tested with a questionnaire in Plastic and Fiber Industry. In this paper, we also use depth interview method with Thailand labor and their administrators. Based on the results of this study, we developed the complete administrative system of Thailand Labor. The implications of the research findings are further discussed in the following.
