碩士 === 國立雲林科技大學 === 資訊管理系碩士班 === 90 === The post-quake reconstruction of the chi-chi 921 earthquake in Taiwan not only contains the units of the state (for example: the 921 Earthquake Post-disaster Recovery Commission establishes to have seven divisions), but also has a lot of non-governmental organizations participating in. This is very important that efficient information communication for all participators (the victims of the 921 earthquake, civil servant of disaster area, the segment of the local government) during the reconstruction. They need a on-line information system that can send the instant message and record the proclamation and execute group conference. Our research is designing and establishing the instant messaging system that can provides each unit understand current conditions and difficulty effectively and keeps a record of message simultaneously, to provide future search and analysis. The most important is the information of the reconstruction that this instant messaging system collected, has be hide rich data, the specialist can use data mining to extract useful patterns that can be beneficial to the future reconstruction.
