To increase the ability to compete in the health service market, hospital managers have to pay more attention to performance management. From the aspects of performance management, hospitals must improve their efficiency in serving patients. Data envelopment analysis (DEA) can be used to explore relative efficiency and productivity of hospitals. This study accesses the relative operating performance of fifteen veteran hospitals by using DEA. Three purposes of this study include: 1. Establishing a model to measure relative operating efficiency of 15 veteran hospitals. 2.Discussing the relationship between the operating performance and the medical resource consumption of 15 veteran hospitals,and 3.Comparing the efficiency of these 15 veteran hospitals to haospitals. Results of this study show that 45 decision-making units (DMUs) in 3 survey years. Twenty-eight of them (62.2%) had achieved the perfect efficiency level, 5 out of 15 veteran hospitals reached get perfect efficient each year; 2 of 15 veteran hospitals were relative inefficiency each year. The operating performance of veteran hospitals is found not to be influenced by the scale of input resource. It was because the smaller veteran hospitals were more flexible to adjust or allocate input resources. Locations of veteran hospitals were not influenced efficiency. In addition, 3 veteran medical centers were delete so that the efficiency of 22 hospitals of Department of Health Affiliated (DHA) could be compared. Results show veteran hospitals had longer inpatient days than the DHA hospitals; and 7 out of 12 veteran hospitals (58.3%) reached efficiency, but only 9 out of 22 DHA hospitals (40.9%) had reached perfect efficiency. DHA hospitals were larger than veteran hospitals in surgical operations and outpatients. Because variable used in this study focusing on productivity, quality of financial variables were ignored. Future study in similar subject should include variables, such as financial indices or quality indices to explore more issues related to the efficiency of veteran hospitals.
