However, some local museum researches indicated that most of them are merely a “building” instead of a “cultural facility”. Besides, by lacking of the professionals and sufficient capital, it is hard for this kind of cultural institutions to function well as they should. We could predict that, in the nearest future, our local museums may have difficulties to cope with whatever they are expected. They can only exist as a product display room under the turmoil of tourism. This situation leads us to question whether we have a clear concept of museum essence and its role of public service in their communities nowadays. Do we know how to use this cultural carrier? Thus, by taking a case study on San-Yi Wood Craft Museum, this thesis aims at re-examining the government’s cultural policy. It will discuss the ways in which the cultural policy is developed through analyzing the responses of broader social, cultural, economical and political changes. It is hope that this study can explain why the policy concept and its implementation are dissociated. In all, this paper does not attempt to provide answers for the problems of local museum policy, but to reflect the complicities of policy and changes. According to my observation in San-Yi, the factors of affecting cultural policy implementation are as follows: the local government’s attitude and their adaptations toward the cultural policy; lacking communication between policy planners and local inhabitants; and being short of proceeding the museum feasibility study. All these factors may be enough to explain why policy, administration and museum practice have loosed connections in museum functions. Furthermore, based on the analyzed data, the present cultural policy on museums focuses on its tourist marketing orientation, because the museum builders---government, scholars and inhabitants--- believe that museum could benefit for the local economy. In fact, the problems of local economy still remain unsolved, but a different way of life may endanger the environment and the traditional culture of the region. Under this tendency, the local museums are also in face of the crisis of homogeneity. Now, every local government and their villages are bustling about establishing a museum, mostly tourist and political concerned. As being a culture vehicle, it’s time for museums to re-adjust their missions while under the pressure of globalization. Briefly, this thesis made three propositions to the government: first, to help the local museum to approach a higher standard; second, to establish an information service center for local museum; third, to create a standing professional training system for museum members.
