Therefore, FDI gradually plays an important role in the International Production Cycle. The European Union as a member of the Triad, from the year 1989 EU has became the main FDI inflow and outflow market. In the year 1993 EU completed the integration process of Common Market, this advance not only speed up the trade and investment between the member states, but also increased the Extra-EU investment activity. The Extra-EU investment can be separate into two parts: the FDI between the Triad and the FDI in the Emerging Market. Latin America is the main target of EU’s FDI in the Developing Countries. In such region, the Mercosur is considered as one of the successful Sub-Regional integration organization. In the 1990s, EU signed an Interregional Framework Cooperation Agreement with Mercosur and let it became an important core of FDI. Meanwhile, the stimulus of privatization, the effects of regional integration of Mercosur and the liberalization of international trade and investment all became the main elements to attract EU’s FDI. As for the Case Study of Argentina, we discovered that the neo-liberalistic economy and the pluralistic diplomacy adopted by the Menem government helped to reconstruct foreign capital’s confidence and to promote the inward investment. However, this country has gone through a four year long economic stagnation, the FDI inflows has been obviously affected. The whole study uses the method of Comparative Research. In other words, the analysis compared the EU and Non-EU countries’ FDI in Mercosur, which shows the differences of EU’s investing strategies and models in such area. The analysis mainly based on three facets: the International Market, the National or Regional Policy and the Enterprise’s Investing Strategy. Finally, the study concluded by three main findings: 1, From EU’s FDI development in Mercosur and Argentina, the influence of the U.S. can be easily noticed. 2, Spain, France, Germany, Netherlands and Italy are five important investors in this region. 3, The Regional Market Oriented investment is the major strategy adopted by EU’s company in this region. Besides, the Resource Oriented investment is the secondary strategy, and the Export Oriented investment only occupies a small part.
