Summary: | 碩士 === 淡江大學 === 資訊與圖書館學系 === 90 === The flourishing developments of the electronic networks have affected the operating mode of the publishing. For example, the highly development of the electronic technology in the twentieth centuries has caused the style of conventional paper-publishing journal changed and toward the electronic style, and in the mean time speed up the publishing speed. In order to control the quality of the electronic journals, a comprehensive peer reviewing system is demanded and the issue becomes an important subject to discuss. The paper of “Implementing Peer Review on the (Intern) Net,” written by Steven Harnad and published on the international conference on Referred Electronic Journal in 1993, has explored the importance of electronic peer reviewing system. The development of electronic peer reviewing system not only can sort the drawbacks of conventional system out, but also can promote and establish an efficient, justice, and objective interactive publishing form. There are some overseas projects under proceeding, such as, EJCBS, JIME, EMSs, PROS, and ESPERE, but the discussions in the domestic is still quite limited. In this paper, the compares of the conventional peer reviewing systems with the electronic systems are investigated. The polices to design a peer reviewing system for library science and information science journals are also proposed as a reference material.
