Especially after the Chi-chi earthquake and Chiayi earthquake created various damage; like the Shih-Gun earthfill dam was faiure to lose it’s storage capacity by earthquake which make the water supply in Ta Chung region breaking off; the Sun Moon Lake region had great damage which contributed to losing it’s sightseeing and had seven fissure in earthfill dam after the devastating earthquake; the Government start to attach importance on affection of the structure in Public construction and the neighboring public’s safety made by earthquake in recent years. The more everybody starting to worrying about that the reservoir may suffer the second damage from earthquake to make it failure, the more apparent that the monitoring system would be the key point of forecasting mechanism in Earthfill Dam. In the construction of the earthfill dams with Monitoring system, it not only can evaluate the safety of the construction but also still can work to evaluate the safety of reservoir and earthfill dam in the operation stage after finishing the reservoir and starting to store water. Therefore, after the earthquake take place, the managemant unit will increase the frequency of monitoring to make the earthfill dam’s safety under control. So at this time, the Monitoring system and judgment of it’s datas become the first forecasting mechanism to prevent the damage of earthquake. In this study, we firstly investigate the condition of alert monitoring system、the usage and allocation of spectral-ratios、the storage and management of database in Li-Yu-Tan reservoir, Ren-Yi-Tan reservoir and Ming-De reservoir.Secondly, we will check the three reservoir’s Monitoring datas to find the range of safety management values and evaluate it’s Monitoring system’s condition.Finally, we will propose the right method to get the alert value and action value of Monitoring system.
