Both social control theory and sensation seeking theory are adopted as explanatory perspectives to explain how social bonds and sensation seeking affect speeding and normal juveniles’ deviant behavior. The analysis is based on the survey data with stratified random and purposive sampling collected from 459 junior and senior high school students in Taichung. The data of 387 speeding juveniles were collected from the institutions of criminal correction in Taichung, Changhua and Kaohsiung in Taiwan. This study has four major results. First, social bonds and sensation seeking were significantly affected by sex, age and social economic status, especially to the speeding juveniles. Second, the speeding juveniles are more likely to have sensation seeking and deviant behavior and have lower level of social bonds than normal juveniles. Third, there have several significant relationships between the social bonds, sensation seeking and deviant behavior. Finally, social bonds and sensation seeking could be used as factors to predict deviant behavior. Finally, this study presents seven methods for dealing with the problem of speeding juveniles’ and normal juveniles’ social bonds and sensation seeking. First, build multiple ways for better inter-generation communication. Second, extend the multiple welfare delivery systems to support juveniles who come from problem families. Third, have more law education in school courses. Fourth, teachers and parents should note about their juveniles’ friends. Fifth, having professional counsellors help speeding juveniles. Sixth, provide more leisure environment to satisfy juveniles’ demands for sensation seeking. Finally, have more leisure education and guidance to speeding juveniles at criminal correction institutions.
