It is a human endeavor to utilize natural resources to create man-made environment to accommodate people’s needs to survival, live and produce. For a long time, people, through building cities and houses, have combined the ELSP Environment- (E) Ecological Environment, (S) Survival Environment, (L) Living Environment, (P) Productive Environment to enjoy the rich natural resources and rich human civilization resources. Therefore, ELSP Environments coexist under the framework of natural ecological system and the principle of the symbiosis of all living species. And progress in a state of harmonious coexistence and mutual benefit. Until the arrival of industrial civilization in 17th century, the developmental phenomenon started to disintegrate and crumble, resulted in the imbalance of ELSP Environment, and further spawned Environmental issues, and forced the man-made environmental to digress away from the objective of eternal progress. Consequently, in this country, in order to follow the global trend of “Sustainable Development”, we have proposed the relevant research subject. Against the backdrop, it is the purpose of this study to propose the ELSP Environment Symbiotic cities evaluation system and comprehensive index study, to attempt to propose evaluation system and comprehensive index of the environmental impact on cities development and hope that make the cities environment much toward the objective of Sustainable Development.
First, we bring up the ELSP Environment Symbiotic cities concept; it means human activities are linked on nature environment and human environment system. The Ecological Environment and Survival Environment take natural resources as the main point, which they have the duty for human living; Living Environment and Productive Environment take human civilization as the main point, which they have the duty for human growth. Both of living and growth are mutually beneficial. Therefore if we want to construct permanent development in human urban environment, first we much make cities’ ELSP Environment to be symbiotic.
Next we devise ELSP Environment Symbiotic cities evaluation system and comprehensive index. There are two directions, five perspectives, and fifteen types of the system and the index. And we also define the contents and factors of the index. And if we apply ELSP Environment Symbiotic cities evaluation system and comprehensive index in Taipei City, we can find out something after comparing it with other urban index system in Taipei. The first, the ELSP Environment Symbiotic cities evaluation system and comprehensive index are the combination of not only commonality but also localization. For the evaluation system contains widely, we can choose index according to the characteristic and the objective in development of the city. The second, this research devises City Environment Symbiotic system. It contains the ability in combination for citizen attendance and government policy. And it also devises to push cooperation to let urban citizen awareness and knowledge to be cohesive.
Finally here are the suggestions of the research: 1. ELSP Environment Symbiotic cities evaluation system and comprehensive index can adjust weight of each index according the perspectives of development, potentiality, problem, and circumscription in each city. 2. Nowadays the analysis data bank of government is not constructed completely yet. Some of index should be studied further when the data bank is completed. In the coming research we can point out the relationship between index. It can make the index more achieved to reach the effect that the comprehensive index has.
