碩士 === 中國文化大學 === 中國大陸研究所 === 90 === If we discuss the cross-strait relations in this phase, we must begin with the analysis of mainland policy taken by DDP (Democratic Prograssive Party) government. There is no reason beyond that not only Mainland China and the world but also interior parties in Taiwan have different views about mainland policy of DDP government. So, if we explain the mainland policy in different aspects, there may have opposite conclusions. Therefore, to analyze the cross-strait relations correctly, we must take the mainland policy in deep concern. There are many sides extensively concerning in the policy. It contains not only international meaning (strong diplomatic policy), but cross strait policy about politics, national defense, economics, society, and culture. In addition, it concerns domestic affairs. Because of the policy objectives obtained in the future, administrative and functional issue are developed to solve the cross-strait interchange. In this essay, David Eastou’s system theory is adopted as the theme frame. That is, the whole politics activities are viewed as a politics system. Then we are helped to analyze the complicated phenomenon through the dynamic process of participation→politics system→production.
