Knowledge Management is managing the knowledge market in organization. Improving organization member’s willingness of knowledge sharing is good for carry out knowledge management. The obtained data applied correlation, regression analysis, and path analysis to explore the relationship between civil servants'''' willingness of knowledge sharing, organizational trust and organizational culture. The study also investigated the model for civil servants'''' willingness of knowledge sharing. In this model, organizational trust has impact on willingness of knowledge sharing, and organizational culture significantly influenced organizational trust. The questionnaire survey was conducted in this study. The sample consisted of 1000 civil servants. The results of this study revealed: the civil servants’ organizational trust could predict their willingness of knowledge sharing. In addition, organizational culture could predict forecast the civil servants’ organizational trust. Therefore, improving the civil servants’ willingness of knowledge sharing should be able to construct their organizational trust. Moreover, constructing the civil servants’ organizational trust should establish excellent organizational culture. The willingness of knowledge sharing questionnaire demonstrated validity and reliability for the author’s self-designed, and it was also provided for future research.
