ABSTRACT
In the recent years, domestic public works adopts BOT, EPC, BO, BOO methods for the invitation of private sectors participation, such as High Speed Rail Project、 Kaohsiung MRT Project、 CKS National Airport Linking MRT Project、 private sector constructed power plants and so on . Due to high complexities and difficulties in the BOT projects, an effective risk evaluation and cost reduction system is required.
The research is based on the methodologies of system analysis, risk analysis and valve engineering. Five phases of value engineering, job plan in compliant with the intelligence phases、 creativity phases、 judgment phases、development phases and presentation phases . incorporate with the techniques of risk identification、risk analysis and risk response . The alternatives are evaluated by the Analytic Hierarchy Process (AHP) and the quantitative results simulated by the Monte Carol Simulation tool. The decision makers could make the clear trade-off in an uncertain environment. Several VE cases were studies to show the advantages of the risk-based VE methodology to improve the traditional VE process.
