For a long time, the Government has used a concentrated control mode to drive the plan. But that process had lost its direction, therefore the Central Government gave back the directing power to the County and the Town Committee. The Manual Study looks at past results and gives suggestions of new methods for the County and Town Committee in finding their answer. The Manual Study is based on the Kin Men County, which has a most diverse and complex example for Townscape. Kin Men is an isolated island that has many natural resources. In recent years, the Central Government created many authorities such as the County, the Town Committee, the Military and the National Park authorities. To be able to use the town’s unique features to create a new townscape, a long time is needed to plan and develop a worthy scheme. Thus the Manual Study helps to provide a base model of long term townscape planning. The plan includes a wide range of questions to help with the planning process. Such questions were placed upon the local authority and committee leaders, which in return generated such information like the unique features of the town. The Manual Study also examines the problems and results from past plans of the local authority. To create the base model of the townscape, we must also take into account the needs of the local authority and community.
