To avoid such uncertainty and describe the special and temporal trends, the “Graduates colors” technique in the geographic information systems was used in this study. The trends have showed that the size of livestock plant in Taiwan was getting larger resulted in centering of the nitrogen pollution. In the Chang-Hwa area, number of pig decreased sharply by 39% because of foot-and-mouth disease in 1997 and increase slightly from then on. Number of chicken grows 0-20% per year since 1990. In Erlin Jen, Fangyuan Shiang, Dacheng Shiang and Jutang Shiang, a great deal of wastewater drained from numerous chicken plants had seriously impacted the environment. In the coastal region of Chang-Hwa area, number of chicken increasing trends has been stabilized; however, it showed an increasing trend in the central region of Chang-Hwa area. Organic fertilizer made by livestock wastes could not only apply on the farmland of high fertilization rate in Taiwan but also improve the sanitation in the rural area. Farmland in Taiwan is very suit for degrading livestock wastes because of the higher multiple-cropping index, temperature, humidity here. But, the amount of fertilization must be confirmed lower than the field capacity of the farmland in order to prevent the negative effects to the environment. Taking Chang-Hwa area for example, the nitrogen demand of farmland is larger than that produced by livestock industry. Most regions have enough farmland to treat local livestock waste.
