The majority market of personal handy-phone system focus on Japan, according the in formation of PHS forum, accumulated 5.6M user until the end of 2001. The majority market of digital enhanced cordless telecommunication system focus on European area, accumulated wireless local loop user over 70 millions. The majority market of personal access communication system focus on USA, relative to Japan and European the user quantity just small. In 2001, the FIC group of TAIWAN set up the low-tier mobile phone system and installed the personal hand-phone system in Taiwan market. The user accumulated to one hundred and seventy thousand until Dec of 2001, this quantity was too far from GSM (global system of mobile communications), a roungh estimated of GSM user quantity about 20 millions in Taiwan. Almost 80% Taiwan population using GSM system, there was no room for low-tier mobile phone system to survival in Taiwan, that is problem and FIC group tried to solve the problem. Regarding the fee, PHS system offer cheap price compared with GSM system, but we take it for granted that cheapen fee not only one solution to survival in mobile phone industry. The biggest weakness of PHS is that base station radiation diameter limited to 300 meters, system provider had to built a lot of base station to cover enormous area. The strong point of PHS is that data transfer speed reach 128kbps, to distinguished 128kbps from 20kbps. PHS system provider stick up for strong point of data transfer speed, and try to enlarge the market and content of mobile phone industry, we recommend PHS system provider base on 128kbps transfer rate develop mobile phone new business model. According to market study, PHS system provider have to built a platform like enterprise data base center, base on this platform we created two model, mobile agent/store and administration. All staff using PHS mobile phone, plus PDA or Notebook, visited customer, receive and transmit data through mobile phone.
