The “assigned system” has been changed to the “selective system” , and the separation by way of examination is also applied . Even if you have been qualified, it doesn’t mean that you will be selected eventually . In the past , minority made the decision of the principal who was going to be transferred to another post . However , now majority make the determination because this can prevent the principals transferred at will of the top administrator for personal revenge or the principal for convenience of transfer tries to be the side of political party and then gets involved into political dispute . Thus, the new revaluation changes are a great breakthrough for the compulsory education . However, the sets of rules for selection of principals have not yet been finalized , and the different opinions between education administrations and teacher associations cause the continual debate . To resolve the argument , the analysis of selection methods of principals in each county or city has been summed up and the feasibility of evaluation of principals is raised for the reference of principal selection in Taitung County in future . The research tools comprise the questionnaires of principal selection of junior high and elementary schools in Taitung County and the methods among other counties or cities.The questionnaires countain17 of structural questions , plus one open question.There were 484 questionnaires sent forth , but only 291 (65%) of them were retuned.The effective questionnaires were 285 (63%) from 291 . The data obtained was analyzed by SPSS 8.01 statistics software. The statistic measures included calculation of percentage , average and standard deviatuon (SD). The research results revealed that (1) there was huge difference between the methods of principal selection of each county or city , including drift or fixed system , and (2) principal and teachers have different opinions to the selection method of principals, according to the significant SD valve. conclusion 1. The role of principal in the school should act as both a teaching leader and an administrator . Hence, when selecting principals , their teaching and administrating ability should be taken into consideration . 2. There are differenct sounds for the running method of principals , especially coming from the majority of teachers of junior high and elementary schools . Teachers do not accept the method of selecting one principal from the selection committee and applying for government employ . 3. The system of performance appraisal of principals is established to decide the achievement of managing school . 4. The formation method of selection committee should be transparent . 5. The process of principal selection should be completely open for everyone’s inspection . Suggestions 1. The key point for promoting the principal selection of compulsory schools in Taitung is self-government . 2. Encourage the participation for principal selections . 3. The formation method of selection committee should be transparent . 4. The system of performance appraisal is developed for the reference of principal selection . 5. The reappointment of principals needs to be decided carefully for the enhancement of quality of school administration . 6. The main point of principal training should work together with the selection . 7.
