Li Cheng Company, the case study company has been specializing in manufacturing field of machines and equipments for petroleum & chemical fiber industries, business reached top state during Taiwan economy booming period. In June of 2000, Li Cheng laid off employees to downsize, changed making to undertaking and implemented outsourcing policy in same factory, but the undertaking efficiency and delivery term do not match the expectation about two years after strategic change. Three purposes were expected for this case study as following: 1. To know the procedure of organization change in Li Cheng Company. 2. To study the factors influence outsourcing result. 3. To diagnose the problems of low efficiency and late delivery term. Deep interviewing and site observation were applied for information collection of the case study, and followings were found: 1. Change procedure: (1) Stuffs were arranged to join the planning of change. (2) Meeting, explanation and communication with employees for the removal of change resistance. (3) Took actions to support the undertaking policy. 2. Factors influence outsourcing: (1) To keep a stable relationship in between of company and undertake groups. (2) Checking system. (3) developing core business. (4) protection contract. (5) cost down. 3. Problems of low efficiency and late delivery term: Above factors of (1) to (4) were failure, only (5) was successful. Suggestions: 1. Strongly keep a stable relationship in between by (1) non delay of payment, (2) non delay of raw materials, (3) concentrate core business and provide enough work to undertake groups.
