Summary: | 碩士 === 國立台北師範學院 === 國民教育研究所 === 90 === This purpose of this study was to explore the implementation process and standard construction of school-based principal evaluation in elementary school, and to provide each level of education administration organization and principal with reference for carrying out principal evaluation of elementary school.
To reach this purpose, this study adopted the method of literature analysis, and reviewed Chinese and English literature regarding the school-based evaluation and principal evaluation. The contents include: The basic concepts, implementation process, indicator construction of school-based evaluation and principal evaluation
Through analyzing and inducing the literature , the basic concepts ,implementation process , standard construction of school-based principal evaluation was developed. A questionnaire survey was then conducted by mail to collect information on the viewpoints and difference of school educators in elementary school about he basic concepts, implementation process ,standard construction of school-based principal evaluation. And the researcher interviewed five school educators to gain some further information.
The subjects included 1000 elementary school educators, and the response rate of this study was 75.9%(759 from 1000).The major procedures for data analysis were both quantitative and qualitative .Qualitative analysis was used to analyze the respondent’s comments for all open items in the interviews and which was written in the open space in the questionnaire . For quantitative analysis, descriptive statistic including frequency, percentage, and mean;and inferential statistics including analysis of variance ,t-test, Duncan test , factor analysis were the major statistical procedures.
The study has come to the following conclusions:
1. The school-based principal evaluation could prevent the weakness of formerly evaluation system.
2. Educators of elementary school generally agreed the implementation process of the school-based principal evaluation which divide into four phases, and with different background characteristics were significantly different, and proceed the way of forming evaluation team.
3. It is generally agreed among the educators of elementary school, and with different background characteristics were significantly different, the standard construction of school-based principal evaluation were including 5 dimensions and 31 standards.
4. The standard construction of school-based principal evaluation should possess the characteristic requirement of school and have core standard and selfhood standard.
Based on the above conclusions, this study plans to make the following recommendations.
1. Recommendation to education organization:The education administration organization should consider completely about the purposes, ways, standard, the use of result of making principal evaluation plan. Before the proceed of the evaluation, the education administration organization should make a description of the purposes and ways of evaluation. And, the education administration organization may refer to the achievement of this study to consider make the implementation process and standard construction of school-based principal evaluation into principal evaluation system.The standard of principal evaluation should proportionally reserved the selfhood parts to let school construct, which could bring the characteristic of school and make fundamental improvement.The education administration organization should set up the professional unit of education evaluation.
2. Recommendation to elementary school principal: The principal should lead the school member to learn the knowledge of education evaluation, and refer to the standard made by evaluation team to correct the way of leadship, and develop the characteristic of school.
3. Recommendation to the studies made in continuation:May construct the principal evaluation standard for different elementary school. And, may cooperate with education administration organization with planning the system of school-based principal evaluation, amend the implementation process and standard construction of school-based principal evaluation through practical situation.
