碩士 === 國立海洋大學 === 航運管理學系碩士在職專班 === 90 === Sea transportation has occupied a large of proportion in cargo freight of foreign trade in Taiwan area; therefore, harbor has played a very important role. The supply of capacity of loading and unloading is enough or not concerns image of an international harbor. Due to the influence of global depression recently, and unfavorable factors of the change of industrial structure and conventional industries moved abroad, the cargo handled of Taichung Harbor has decreased. It has brought the phenomenon of surplus of wharves . Meantime, both of two parts between by Taiwan Strait has joined WTO, and cross-strait direct navigation, and the complex harbor of industries & commerce changed from the industrial port, as well as the center of global operations and logistics are projected to set up. All these factors will make the interior and exterior environment change greatly. Therefore, it is a matter of vital importance that how to command the superiority of the advantageous position and the vast area well, providing appropriate utilities of wharves and high quality of service. The study is used for evaluating the exact scale and time to expand wharves by collecting related data in Taichung Harbor. For estimating the capacity of the harbor, Actual Capacity Method is adopted. Besides, AWT/AST is also an index of estimating the utility rate of the wharf. There is no need to expand wharves on a large scale except a small quantity and except only need to invest in loading and unloading machines and improve the software for management, controlling, etc. All these are enough for the need in the future.
