In recent years, the rapid development of harbors and increasing container services in Hong Kong, Singapore, and Mainland China areas have posed significant impact on the harbors in the Taiwan area. In order to maintain the continuous growth and sustainable development of the Taiwan harbors, it is important to study the trend of harbor development in major harbor cities and form a strategic plan for international commercial harbors in Taiwan in order to uplift the competitiveness of international harbors in the Taiwan area. The models of harbor management system in the world can be categorized into “Central Government Management,” “Local Government Management,” “Special Autonomous Legal Entity Management,” and “Harbor Inc. Management.” Each has its uniqueness. Among the four models, “Harbor Inc. Management” is the most recent, cost-oriented, efficiency-oriented, and customer-oriented model. In light of the rapid development of new harbors in neighboring countries and the significant decline of import and export volume, the government has proposed a set of plans to reform current port management system. The core principle of the plans is to “return navigational matters back to the central government and give independency and autonomy to the harbors.” However, the study showed that such plan is the mixture of the “legal entity system” of the Euro-American countries and the “united harbor city” system of Japan, spiced with some political factors. The study also utilized Porter’s “Diamond Model” to further examine the government’s plans only to discover very little expectation in uplifting the competitiveness of Taiwan harbors.
