Based on statistics about the Taipei County parking against traffic regulations in 2000, there were 940,000 cases during the whole year, with a fine at NT$730 million. All these show the seriousness of “parking issue” in Taipei County. Good traffic environment is an important urban service item that is necessary to satisfy basic life of county people, however, Taipei county people are troubled for long time by the traffic and parking issue. Therefore, a practical and feasible parking improvement project is an important topic for policy implementation in Taipei County. Traffic and transportation system in Taipei County has been a link in the metropolitan area of Taipei. Aiming at countermeasures to the “parking issue”, it is necessary to master the characteristics of the 29 cities, and towns governed and the pulse of traffic variation in Taipei metropolitan area, to further raise strategy for making improvement. At present, under the situation of big gap between supply and demand, it is mainly to increase parking supply within short term, to avoid obstruction of economic activities. Furthermore, cooperating with middle and long term development scheme, release area with high demand on parking. In addition, concerning the restraint on parking requirement, it is necessary to promote mass transport system oriented city and countryside development, to establish road network that has extended track transportation as the mainstay, adjust the structure and function of the life cycle transportation system, to further reach reduction of parking demand. At the same time, implement the substantial increase of punishment regulations over parking against traffic laws, policy of preparing parking place when purchasing a car, fuel tax charged together with oil, and strategy like promoting the “road right idea” etc. Then quite considerable results will definitely be reached in restraining parking demand. Generally, the improvement of parking issue cannot be achieved in a short time period. It is possible to alleviate Taipei County people’s nightmare of difficult parking, only by corresponding the strategies for the increase of supply with the restraint of demand, further to reach the prospect of creating high-quality urban life.
