This makes the flood damage increasing exponentially in recent years. As a result, the investment for flood control needs to be raised. However, the financial situation of government is getting worse in recent years, it seems hopeless to have more share putting in flood control. Therefore, this research attempted to reexamine the current flood prevention policies and analyzed the feasibility of practicing flood disaster insurance and flood prevention foundation in Taiwan. This article first reviewed the experiences for carrying on the flood disaster insurance program of U.S, France, and New Zealand. It would provide as a reference for our country. We had also gone into deep discussion for finding the practicality of flood disaster insurance for sharing of damages due to flood disaster. Flood disaster insurance program is only used as the reparation and/or rebuild fund for the devastated areas. It has less help in raising fund for investment in flood prevention alternatives. Therefore, flood prevention foundation was recommended for fulfilling the gap of fund raising for investment in flood prevention alternatives. Discussions also touched on the content of flood prevention foundation, the sources of fee collection, and expenditure of those fees. Also, the study of practicality of establishment and the principles to employ for the establishment were studied extensively. After the study, it was found that flood disaster insurance and flood prevention foundation were complementary of each other and were irreplaceable on their own. Therefore, only when viewing flood disaster insurance and flood prevention foundation as one set for managing flood prevention business, then it will move toward the condition of sustainability in the aspect of economics.
