Legitimacy of electronic record was clarified the first time in that rules. However, there was no successful case until BOLERO Electronic Bill of Lading System for shipping companies to use as the reference due to lack of technology. This research will draw up the way Electronic Bill of Lading System works that based on BOLERO Electronic Bill of Lading System. There will also be a discussion on the legal aspect of Electronic Bill of Lading. Electronic Signature is the key factor of operating Electronic Bill of Lading System. However, the use of Electronic Signature depends on how we rule the Certification Authority, so the legal aspects of Certification Authority become an important subject that if the Electronic Bill of Lading System works. The Electronic Signature Act (Taiwan) states that: “… with the agreement from opposite party, documents can be presented in electronic format. By law, documents that should be written on paper can be prepared electronically if, first, contents can be represented absolutely; second, the electronic documents can be retrieved for examinations in the future; third, it has agreed by all parties involve.” That is, before using the Electronic Bill of Landing, agreement must be achieved between all parties involve. This condition, with the special historical background, leads to the importance of the Agreement for the Electronic Bill of Lading System.
