The East China Sea is one of the importmant territorial waters on the earth. Past study showed that it is available and effective to use satellites for detecting the distribution of phytoplankton in the sea. Therefore, we plan to build the ocean color model in the first, as well as calculate the concentration of chlorophyll-a and total suspended matter accurately by the optical spectrum from remote sensing. To build the ocean color model is difficult, because it is hard to collect in-situ data, and the analytical process is complicated. To improve this problem, we recommend an idea of Expert System and applicate to ocean color observing, to differentiate the best bio-optical algorithms model which can be applied to the East China Sea.
The result has proved the availability to use Expert System to differentiate the bio-optical algorithms model. The OC4-P6 shown as follow is the best model to differentiate the concentration of chlorophyll-a.

To differentiate the concentration of total suspended matter, due to its complex composition, we try to combine the characteristics of two models:CalCOFI 2-band Modified Cubic (3) and OC4-P6, to develop the new ocean color algorithm model - OC4-P6.1 shown as follow.
