In this report, a full survey has been studied not only the port itself but also the Keelung city, and the management council of the port would contain the government representative and the legal appointee from the private sector. The results of this study are introduced in Chapters. Chapter 1 included introduction that describes the motivation and purpose of this study. From Chapter 2 to 6, current systems for juridical persons, and legal merge of harbor and its local administrative authority were discussed. The related regulation draft regarding the establishment of harbor administration authority was incorporated in the discussion, also.
