What we concern is about individual cognition. Therefore, the study improves their method by integrating item response theory and fuzzy theory. Furthermore, we try to build an on-line cognitive diagnosis system and design testing content of fractional math. The system is divided into two parts. One of them is used by students, and the other is used by the teacher. In the part for a student, the system computes a student’s score after he takes a test on-line. The cognitive structure is immediately analyzed from test results by the system. In the part for a teacher, he can look up students’ grades. As the result of that, the cognitive structure of a student can be extracted, and a teacher can find out his cognitive structure. Base on the analysis of a student’s cognitive structure, a more useful guide is provided to a teacher to direct the student to learn correct concepts. Finally, some suggestion is recommended. There are just fractional questions in the system, so we can develop a test database by increasing tests of various subjects.
