The main purpose was to explore the factors that might affect the Web-based instruction (WBI). The implementation methods of WBI, and its influences on learning achievements and attitudes were investigated as well. The data was collected from interviews, questionnaire, students’ feedback about instruction, and records in the implementation stage of WBI. The results and findings are as followings: 1. The implementation plans for the Web-Based Instruction can be divided into three stages, including a system familiar stage, an instructor guiding stage, and a student’s active learning stage. 2. The factors that influenced the Web-based learning of students include students’ linguistic abilities and network literacy, teacher’s enthusiasms and capacities for the application of Web, administration supports for the instructional environments, a simple system operation interface, and the design of instruction activities. 3. Students learn well from a Web-based instruction environment that interactively adapts the face-to-face teaching and the Web-based learning. 4. On a Web-based curriculum design, the guided path should be clear and it is important to set the feedback mechanism of self-evaluation that helps students’ learning. 5. The use of the learning guided sheets helped students who may loss in the network learning environment finish their learning tasks more easily. 6. The Web-based learning environment that provides multi-activities made students learn better. 7. Increasing the chance of peer interaction can motivate students leaning in a Web-based learning environment. 8. The Web-based learning environment facilitates the acquisition of knowledge source for students and increases the interactions between teachers and students.
