Summary:碩士 === 國立屏東師範學院 === 國民教育研究所 === 90 === The purpose of this study is to go through a systematic research method to build up a set of standards those are adaptable to the evaluation criteria for teachers of the elementary school in Taiwan, and to provide each elementary school and the administration of educational organization with these criteria as reference for teacher evaluation of the elementary school. To accomplish this purpose, this study will base primarily on bibliographic review and Delphi technique as the main research method. Firstly, based on the related theory and bibliography, review the basic concepts of teacher evaluation in the elementary school and then review, analyze, and induce the related theory and bibliography on the evaluation criteria for teachers in the elementary school in order to realize the items and content of the evaluation criteria for teachers and get the inspiration of how to structure the evaluation criteria.‘The Evaluation Criteria for Teachers in the Elementary School’will be set up according to the bibliographic and some developed evaluation criteria for teachers, and based on this, Delphi technique’s research instrument; i.e., the first survey report of‘the Evaluation Criteria for Teachers in the Elementary School’. Secondly, ask for experts and specialists(expert panel) opinions and ideas on the degree of importance of the evaluation criteria for teachers in the elementary school through the implementation process of Delphi technique, and gradually seek for a common consensus.  The Q&A Survey of Delphi technique had been conducted only 2 times. Because of the analysis of the second survey report shows that the opinions and ideas of the expert panel have the high degree of the common consensus. Thirdly, through the above research procedure, this study has built up a set of ‘the Evaluation Criteria for Teachers in the Elementary School’. It is divided into seven evaluation domains and has 80 evaluation criteria. Finally, recommendations and advices based on the conclusions of above research were made for elementary schools, educational authorities, teacher research and study centers, teacher educational institutions, and for future studies.
