The three basic objectives in this research were to: explore the physically disabled people’s attitudes toward computer, find out the needs of the physically disabled people in web-based learning, and propose the web site construction plan for the physically disabled people. All the data needed in this research were collected from questionnaires to explore the computer attitudes and learning needs of physically disabled people. Then based on the literature reviewed and the information acquired from the questionnaires, the educational web site for physically disabled people was planned. The data collected suggested that high school students with physically disabilities generally have positive computer attitudes. The data also indicated that genders had significant effects on computer attitudes: male students had more computer confidence than female ones, and female students had more computer anxiety than male ones. The needs assessment for physically disabled students showed that computer skills and information for life were most needed. The result of this research strongly suggests that instructors must think more about the accessibility of the physically disabled students to the web-based learning materials before the web sites for those students are constructed.
