After changing the garbage collection method in Kaohsiung City from “On-ground” to “Not on-ground”, the whole city acquired a brand-new look. However, since the current 7-day weekly collection frequency and collection costs have resulted in great burden to the city government, the collection frequency is needed to be modified. Prior to making decisions for frequency adjustment, it is necessary to do a further analysis and research the issues related to the collection method, frequency, prime cost, vehicles and machines, etc. This study focuses on citizens and garbage collectors in Kaohsiung city. By means of the questionnaires design as well as investigation, the level of satisfaction of the citizens and collectors on the current Kaohsiung city garbage collection method, and the reaction to the frequency possibly modified in the future are discussed. For the questionnaire, analysis the SPSS software was used as a statistical analysis tool, and every kind of questions in it were done through cross examination method to analyze the reaction of citizens and collectors toward the present garbage collection method as well as collection frequency adjustment. In the end, the suggestion of the prospective garbage collection frequency adjustment is proposed after combining the loading of the current collection machines in Kaohsiung city and the analysis of collection prime cost, then integrating every statistical analytical result. The questionnaires demonstrated the satisfaction levels of citizens and collectors separately for the current “Not on-ground” collection method were as high as 96.4% and 97.0%. Furthermore, the levels also reached 97.3% and 92.9% if the recycling task were included. These results not only showed that for the citizens and collectors, the satisfaction levels were high and close, but also proved that the “3-in-1 Recycling” program instituted since July, 1999 in Kaohsiung was a very successful policy. Moreover, although the satisfaction levels for the current 7-day weekly collection frequency were 96.9% and 82.3%, the level went down to 20.0% and 3.5% if the collection frequency were to be reduced by 2 days. Nonetheless, the identification of the citizens with the reducing the current garbage collection frequency reached 69.1%, and it could be interpreted that there would be room for the frequency decrease. With regard to the collection costs as well as vehicles loading, the saving of prime cost by reducing 1 day’s collection would be a negligible 1%. In addition, reducing 2 days’ collection would not be suitable due to over 100% loading of collection vehicles and machines. Taking the identification degree, vehicles loading, garbage volume variations, and cross analysis of collection cost together, the most appropriate program of garbage collection frequency adjustment for the current Kaohsiung city is to reduce 1 collection day and Sunday should be the first candidate for the reduction day.
