The loss of severity is increasing due to the condensed and accumulated property value from developing economics and growing population. Some developed countries successfully secure the property for the public from catastrophe by insurance arrangement, together with loss prevention and risk financing. Introducing the concept of risk management from insurance industry and enterprises into natural disasters control in Taiwan will be the purpose of this study. It is suggested to minimize the frequency and severity of losses by risk control and loss prevention. Combining traditional risk financing from insurance arrangement and alternative risk financing such as risk securitization from capital market in order to develop a comprehensive risk management and insurance program for the loss of natural disasters in Taiwan. A well-organized insurance program includes a number of natural perils (earthquake、typhoon、flood ..ect) coverage within a single policy and system. The system creates a broader spread of loss over an expanded premium base. It is believed that a comprehensive insurance program for natural disaster can be accomplished by the contribution from government, private insurance industry and capital market, together with reinsurance arrangement and usage of catastrophe bond. Eventually, government should play the role as the final risk carrier.
