Therefore, it can be said that the container transportation is a very important life-line of the economic of Taiwan. Taiwan already became the member of World Trade Organization (WTO). There will have competed transportation companies join the transportation business of Taiwan. The domestic transportation companies need recombination and look for more efficiency operation way. The precisely control of storage and commodity are the most important challenge of modern business operation. Therefore, Commercial Vehicle Operation system (CVO) been identified as one of the four main field of Intelligent Transportation System (ITS) in Taiwan. Basic on this, the development of the automatic trailing system on import/export cargo seems have the advantage of easily succeed. A new control center will be the largest cost facility that need be constructed. The other users of this system can upgrade the old equipment and connecting the control center. Some communication equipments may need purchased but it won’t cost too much. It was founded that most basic technologies are quite mature and programs about operation have the advantage of being sanctioned. About the legal side, the only thing need to be done is consider about the security of information carefully when constructing the system. There are several laws and regulations can be used to encourage the investigation on this system. However, the organization of Taiwan government doesn’t define the department or unit which should in charge of this manner. It seems that the negotiation inside the government before construction is necessary. The questionnaire-investigation of the importers/exporters shows that most traders know very few about the trailing system but most of them willing to support and adapt the development of this system. Nevertheless, they also wish that the cost of operation will not increase too much. In this study, through the regulation and analysis of kinds technologies, there are some suggestions of how to develop the automatic trailing system in Taiwan. If the “Automatic trailing system on import/export cargo carried by container” can be developed and constructed successfully in Taiwan, it surely can promote the trade competition viability of Taiwan by increasing the efficiency of the customs, the harbor bureau, importer/exporter, transportation service and shipping company.
