Each year, our government invests an enormous amount of budget in infrastructure projects; however, the quality of most projects was always lower than the originally planned. To ensure the quality of the project and the return on the investment, on October 7, 1993, our government promulgated the Act of Public Construction Quality Management System (PCQMS) to urge the participants of the projects to appreciate the quality of the project and build up a common recognition in promoting the construction quality. There are many factors that cause bad quality, among those; the supervising agency is always mentioned. However, few in-depth researches have been made. Similarly, there are numerous kinds of construction defects, but little attention has been paid to examine the pattern of the defects and provide systematical analysis. This research was designed to study the quality of public project and its relation with supervising agent. Twelve assessment reports of Kaohsiung public projects were selected as samples for study. It was found that (a) there was noticeable improvement in the project quality (b) there are twelve common construction defects, (c) most architect firms which were employed by the owners to supervise the project did not fully bear the quality control work so that the quality of a project of which the owner was a professional construction agency was significantly better than that of a none construction professional agency, and (d) engineering firms actually took care of the quality control duty and the quality of their projects was significantly better than that of projects supervised by architect firms.
