It is one of the most important and complicated works of system life cycles. There are some defects may not be able to detect due to not enough testing or poor testing. It means that users have to take those risks by themselves, however, over testing might waste a lot of resource and money. The management department is not happy to see which the poor testing and over testing have been done. To pursue a high quality of information system, an appropriate testing is the essential job to make sure testing quality. This study takes quality management as a view to do the information system testing and also combines with W. Edwards Deming and Philips B. Crosby’s management philosophy of testing in order to set up a quality management structure of information system testing. This study has been done with “Joint Logistic Information System” load testing. A quality management structure of information system testing is proposed to execute testing management and achieves the testing goal. It not only helps development department to find the operation bottleneck for system and understand the main cause of problems but also helps to improve system structures and give high level management department and users’ confidences. This is a great contribution for the Military Logistic Information Operation.
