Summary:碩士 === 國防管理學院 === 國防資訊研究所 === 90 === To improve the efficiency and function of Information Services Procurement Processes, and to ensure its quality, the good or bad of quality management is a key factor that affects the purchasing most. Therefore, it is the key to Outsourcing’s success that implanting the quality management into outsourcing process to reduce the failure cost of projects. The purpose of this study is to combine Government Procurement Law with Internation standard to make an operation norm letting the Government and Vendor have the explicit operating procedure and process guidance in order to ensure the purchasing quality. In terms of electing vendors during the entire outsourcing process, according to the relevant rules of GOVERNMENT PROCUREMENT LAW, the each execution method is presented by procedure. Moreover, regarding the project planning and contract administration, hopefully establishing a quality management framework for the Information Services Procurement Processes, to ensure the quality of Information Services Procurement Processes, participate in the World Trade Organization’s related activities, and consider the Acquisition Process within ISO/IEC 12207.
