However, that farmlands are converted to the use of non-agricultural department have a high risk and uncertain factors. As a result, agricultural land conversion requires meticulous evaluation so that the farmland released could be used as efficiently as possible. The research is on how the farmlands in subsidence area are converted and developed into hi-tech Industry Park. The area chosen for this research is one of the towns with severe land subsidence—Budai, Jiayi County. The research concludes as follows: (a.) The environmental problems in Land Subsidence Area The research site is at Taiwan western coastal areas where fish farms’ excessive pumping of ground water lead to land subsidence, following such environmental problems as backward flow of sea water, regional flood, and disasters due to liquefaction of earth caused by earthquakes. Consequently, before the farmland in this area is converted and developed, the degree of land subsidence and derivational environmental problems should be taken into account so as to lower the capital of constructing disaster-preventing facilities. (b.) Appropriate Development Region The principles required for appraising the development of high-tech Industry Park are the four items: avoiding disasters, promoting the value of the development regions, reducing the investment in public facilities, and lowering the cost of getting the land. Therefore, with a view to promoting the value of the development region, the minor factors for appraisement are the traffic accessibility to the development region and the distance between the development region and its major gathering centers. The development region should provide such basic public utilities as electricity and irrigation, and other factors, including the cost of getting the land, etc. On the basis of Identification of Regions, this research divides the research area into Identified Regions by squares of 1 km2, selects nine influential factors in development to set up the grades and the evaluating scores, and, through Factor analysis and Cluster analysis, finds out the most appropriate region for high-tech Industry Park in Budai town of Jiayi County.
