With the adoption of market economy in the 80’s, Chinese central government endows local governments with more and more autonomy, which has changed the traditional means of interests division as well as an information system formerly functioning hierarchically. As a result of that, local governments value local interests in preference to obeying orders from the central government, contact more actively with the central government, and convey in various means the information in favor of the local interests to the central government. In the process of the economic development in the Mainland China, the offices of local governments in Beijing take advantage of their situation and play a key role in expressing the local need to the central government. The phenomenon of “office” in Beijing has become a unique characteristic of China. Those local governmental offices are called, with some exaggeration, embassies, and officials in charge of those offices enjoy the reputation as an “ambassador within a country”. Those offices are highly valued, which can be proved by the fact that they are regarded as the bond or bridge between the local region and the outside world. However, they have received inadequate attention from researchers devoted to the issue of central-local relationship. It will be of great benefit to both sides if those agencies function well. This thesis consists of six chapters explained as follows. Chapter I is the preface, an introduction of this thesis of its motif, scope, perspective, reference, and structure. Chapter II begins with theories of political system. After analyzing the process of the transmission of information, it discusses the value orientation manifested by the government policies. Chapter III includes three parts. It firstly gives a picture of the structure and median of political power in the Mainland, then talks on some measures taken by local governments to influence the decisions of the central government. Chapter IV is a detailed account of the major part of this thesis. It starts by retracing the development of those offices of local governments in Beijing. Then it engages in working on the administrative relationships of different levels that involve those agencies. Lastly it explains respectively all functions of those offices. Chapter V probes deeply into some factors that may exert influence over the transmission of functions of those offices. It also offers a detailed analysis of the connection between the characteristics of the development of those offices and the change of the environment in which those offices develops. This chapter approaches the evolution of the power division in the Mainland by way of checking her overall situation. After that, the issue under discussion are the means of information transmission between the central government and local areas. Lastly this chapter is mainly concerned with the crisis and adjustments those offices should undergo in market economy. Chapter VI serves as the conclusion, a final summary of this thesis which also presents a suggestion on the future research in this field.
