By reviewing existing literature, the study first discusses the regulations of principal’s employment, the foundation of reasoning, ways of employment, principal’s leadership, and the efficiency of school operation. Then relevant data was collected from six counties by questionnaires (Chuanghua, Taichuang, Nan-tou, Miao-li, Yun-lin) about the present situation of principal’s employment and the transformation on principal’s leadership affected by the employment system. The sample shools included senior and junior high schools and vocational schools, in a total of 262. 524 questionnaires were distributed and 324 questionnaires were gathered back with a 62.21% return rate. The data was analyzed with the SPSS package by t-test, One-way ANOVA Pearson’s Produce-Moment Correlation. Further information was supported by interviewing administrators, teachers, representatives from parents. Findings were listed in the followings: Ι.Changes of leadership after the system has been established: 1. Sexes, ages, school scales and affiliation of political parties made no differences on principal. However, in general principals in ages between 51-60 years old, carried out a more stable leadership characteristics. 2. The performance of principals with master degree is more efficient in the leading of transformation. 3. The pressure of academics made principals who were persuing master or Ph.D degree performed better especially on initiative aspect. 4. Directors highly appreciated the newly elected principles. Π.The efficiency of school operation after the system: 1. Principals in ages between 51-60 years old run their schools more efficiently. On the contrary, principals with academic pressure operated with lower efficiency. 2. Principals with ten years of service or below showed better efficiency in operating schools especially on the teaching aspect. 3. Directors appreciated the election system very much especially on achievement aspect. Ⅲ.As for ways of principals employment, engagement system(the old one) is better than assignment system(the present one) on transformative leading. Ⅳ.The ways of employment of principals did not influce their operation efficiency. In general, assignment had a positive effect on administrative management and engagement on public relation and teaching leadership. Ⅴ.There were close relations between principal’s leadership characteristics and leadership efficiency and between operation efficiency and leadership efficiency. Ⅵ.Educators commented more negatively on the new principals’ election system, attributing to the pressure, fear, and the loss of honor. Recommendations were suggested as follows : 1. Principals must be smart on the adaptability in tactics, transfor- mations, and be with more concerns. 2. Evaluation mechanism should be set up for principal’s operation efficiency and for exchanges between principals and administrators. 3. Communication among principals,teachers and parents should be encouraged for a better campus atmosphere. Finally, this research also supplied some insightful suggestions for the government, educational authorities,principals of junior high schools,and teachers.
