Information technology accelerated the development of e-learning environment, and it made e-learning system become the most important access to students’ learning and teachers’ instructing. The excellent e-learning system needs to provide not only a consummate mechanical management but also sociable operation surroundings. Also, the most important point is the learning materials on the Internet. Analyzing most of the existing web-base teaching, we find that they emphasize the completeness of systematic functions. But those learning materials are just converting the textbooks directly onto the Internet. Actually, they don’t really function pretty well. This research plans construct an web-based teaching environment with constructivism for the course of BCC ( Basic Computer Concept) in vocational high schools and establishes a miniature web net that enables vocational school teachers to use. This e-learning system combines the related e-learning reference, academic subject knowledge, current teaching conditions of computer software, and e-learning interface system, etc.. According to the instructional system design model to make an analysis to focus on the students’ cognitive development, and characteristics and demand of curriculum. At the same time, the practicum designed a practicable network teaching interface system for vocational school teachers. Hence, it also created an Internet learning activity, which is suitable for students’characteristics. So every student builds their own knowledge system in which students can work together to find the answers to questions through self-questioning learning in an elaborately designed learning activity and environment. At last, we anticipate being able to assist the teachers who are about to be engaged in e-learning and decrease the working burden of the construct e-learning system and the design of web-based teaching materials.
