The Research of Current Situation of Implementing a Middle Stage Plan, Improving Students’ Swimming Ability, Proposed by Ministry of Education—Taking elementary schools of Tao-Yuan County for example

碩士 === 國立體育學院 === 體育研究所 === 90 === This research mainly discusses the current situation and the blocking factors of implementing “the medium range plan of improving students’ swimming ability proposed by Ministry of Education” on elementary schools of Tao-Yuan County, and proposes feasible suggestions. The first step of this research is survey. The objects of this survey were directors of physical education and students affairs in elementary schools of Tao-Yuan County. There were 175 surveys of general investigations, and 154 valid surveys were received. The ratio is 88%. Data collected was analyzed by descriptive calculating, based on both the frequency and the percentage. The second step of this research is interview. We interviewed 13 people including principals of elementary schools of Tao-Yuan County and the supervisor of physical education and health care division of Tao-Yuan County Education Department. We used Content Analysis Measure to analyze data gathered in interview and to process character of data. And the result of the analysis were as follows1.Current Situation of Implementation(1)There were 33 schools in Tao-Yuan County implementing the plan of improving students’ swimming ability proposed by Ministry of Education. The share of these schools was 21.4% of total schools in this county.(2)Swimming teachers were not enough.We almost need to employee swimming coach from outside.(3)There were 4 elementary schools owning swimming pools. Besides, there were 43 swimming pools owned by public and private in Tao-Yuan County. Swimming pools were not enough. (4)The ways of implementing includes swimming teaching in schools, swimming camp, swimming training class, swimming association, and holding water athletic meets.(5)The main cooperation objects of schools were private-owned swimming pools inside and outside the community.(6)The time to implement was in school, after school, in summer vacation and on holidays.(7)Students paid all of the expenses. It was hard to collect fees. 2. Blocking Factors(1)Distribution of swimming teachers and qualified lifeguards were not enough and unbalanced.(2)Distribution of qualified lifeguards were not enough and unbalanced.Difficult to collect fees from parents is the main cause of uncooperative of parents.(3)Swimming pools was not enough, uneven distributed and inconveniently located. 3. 3.Implementation of feasible suggestions(1)Government should arrange expenses of swimming pools every year to subsidize building swimming pools in elementary schools or communities.(2)Hold research and study for swimming teachers and lifeguards and transact certifications to improve abilities of teaching. (3)Schools without swimming pools that government arranged budgets to subsidize should rent swimming pools outside schools to implement “improving swimming ability plan”.(4)Swimming should be included in students’ essential abilities.(5)Strengthen publicizing “improving swimming ability plan”.
